Prior to that time he served as Chairman of the California Fair Political Practices Commission; Secretary of the California State Consumer Services Agency; Under Secretary and General Counsel of the California Agriculture and Services Agency; and Administrator of the California Occupational Safety and Health Administration. Mr. Houston has written and led successful campaigns for several statewide ballot initiatives in the transportation and environmental protection areas.
