Blaine J. Kobayashi 

Blaine Kobayashi is a partner in the firm's Maui office. He concentrates his practice on commercial litigation, real estate, and administrative law. He has been engaged in the general practice of law for over fifteen years. Mr. Kobayashi has an extensive background in litigation, having served as a deputy prosecuting attorney for the County of Kauai, and deputy corporation counsel for the Counties of Maui and Kauai.

Representative Matters

Real Property Development Represents large and small landowners in obtaining all necessary land use approvals and permits for a wide range of projects, including residential subdivisions, commercial and light industrial facilities, and hotel and timeshare developments. These approvals include state land use district boundary amendments, changes in zoning, community plan amendments, special management area permits, and shoreline setback variances.

Business Licenses and Permits Assists clients in obtaining a wide variety of licenses and permits from governmental agencies, including liquor licenses, construction permits, and mechanics liens.

Civil Litigation Represents numerous individuals and companies in a wide range of cases, including real property disputes, mechanics liens, contracts, collections, and commercial transactions. Representation includes appearances before the Supreme Court of Hawaii, Circuit Court of the Second Circuit, Land Use Commission of the State of Hawaii, and Maui Planning Commission.

Legislation Assists clients in monitoring land use legislation pending with the State Legislature and Maui County Council to ensure that proper consideration is given to the impacts of such legislation.

Court Annexed Arbitration Program Participates actively as arbitrator in the arbitration program required by the Hawaii Supreme Court for personal injury cases filed in the Circuit Court of the Second Circuit.
